President Biden issued Executive Order 13985 on January 20, 2021, to promote racial equity and support underserved communities across Federal programs. This order directs government agencies to take broad action to ensure fairness for people who have faced poverty, inequality, and discrimination. In line with this effort, the Centers for Medicare and Medicaid Services (CMS) made advancing equity a key priority in its 2022 Strategic Plan.
The health equity analysis posted here can be used to examine the impact of prior authorization on enrollees with one or more social risk factors compared to those without.
These social risk factors include:
- Receiving low-income subsidies or being enrolled in both Medicare and Medicaid (LIS/DE)
- Having a disability
